Mechanical, electrical, and plumbing decisions are made early and are expensive to undo. The plan is read against how the home will actually be used: where the air moves, where a switch wants to be, how the kitchen and the bathrooms are served.
The review comes back as clear notes on your plan, so you can take them to your engineer or your contractor and act on them.
It suits owners who already hold a plan, whether from a developer or an earlier designer, and want to understand how it will live before the walls go up.
